In order to strengthen NRC’s ability to respond earlier and faster with pre-qualified specialists within NRC’s Core Competencies (Education, Food Security, Shelter, WASH, ICLA, Camp Management), the Emergency Response Section operates a Surge Capacity Roster. This Roster consists of some 80 stand-by members who are ready to deploy on 72 hours’ notice to strengthen the capacity of an NRC country programme, or to help set-up a new country programme. 

NRC is currently sourcing experts in the area of Information, Counselling and Legal Assistance (ICLA).

Job description

  • Design and manage ICLA projects (activities, budget and project documentation) in line with proposals, strategies, standards and donor requirements.
  • Provide technical direction and ensure high technical quality of projects.Contribute to the development of Country, Area and ICLA strategies.
  • Initiate and support cross-sectoral synergies and integration.
  • Ensure capacity building of staff, partners and key stakeholders in line with NRC policies and appropriate technical standards.
  • Liaise and coordinate with relevant ministries, local authorities and other key stakeholders, including relevant Clusters or other sector coordination mechanisms.
  • Ensure adherence to NRC policies, guidance and procedures.
  • Ensure that projects target beneficiaries in line with NRC’s global Programme Policy, exploring and assessing new and better ways to assist.
  • Promote the rights of IDPs/returnees in line with NRC policies.
  • Any deployment through the Surge Capacity Roster will be based on a deployment specific Job description or Terms of Reference.


  • Minimum 3 years of experience working in legal assistance and/or dispute resolution programmes.
  • Experience in project management and implementation.
  • Experience from working in complex and volatile contexts.
  • Experience in working in displacement contexts on issues related to access to justice, housing, land and property, and/or legal identity an asset.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal. French and/or Arabic an asset.
  • Valid driver’s license.
  • Proven communication, interpersonal, representation, negotiation and leadership skills.
  • NRC experience an asset.
