The United Nations Human Settlements Programme, UN-Habitat, is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. This post is located in Kabul, Afghanistan and falls under the Regional Office for Asia and the Pacific of UN-Habitat.



Under the overall supervision of Senior Programme Management Officer, Human Settlements the incumbent will perform the following functions:

A. Project Implementation: 

  1. Effective and efficient execution of UN-Habitat projects, through technical guidance/ advice, quality, cost control and management support;
  2. Formulate and develop projects/programmes in partnership with the government, target communities and funding institutions;
  3. Effective and efficient management of project resources as per approved project document or substantive work plan, coordinating overall work plans and budgets, preparing relevant documentation and reports, initiating procurement and recruitment of human resources, and liaising with implementing partners to ensure quality and timely delivery of UN-Habitat’s projects and programmes;
  4. Develop on-the-job capacity building and knowledge transfer mechanisms for relevant government ministries and municipal authorities;
  5. Undertake in-country missions to field sites to monitor programme implementation and strengthen partnerships with local authorities and partners;
  6. Coordinate and monitor project progress by defining performance criteria, ensuring periodic reporting from the field through assessment of results achieved and external reviews;
  7. Develop mechanisms for ensuring systematic mainstreaming of cross cutting issues of gender, youth, climate change and human rights in programme activities;
  8. Reporting regularly to and liaising closely with the Government of Islamic Republic of Afghanistan, target communities, donor agencies in the context of projects and programmes.

B. Technical Assistance, Advisory Services and Outreach: 

  1. Review and analyse issues and trends, preparation of evaluations or other research activities and studies;
  2. Provide technical assistance and implementation support to the government, project partners and key stakeholders to ensure successful implementation of projects and programmes.

C. Liaising with Key Stakeholders:

  1. Develop and contribute to close working relationships with relevant national and international partners, stakeholders, and other UN agencies in the duty station.
  2. Support resource mobilization initiatives by identifying new programmatic opportunities, developing concept notes/project documents and building partnerships with donors and partners.
