A call for expression of interest

Norwegian Refugee Council (NRC) calls for expressions of interest for conducting a global assessment of how its ICLA program implements collaborative dispute resolution methodologies to address housing, land, and property disputes in displacement contexts. The assessment should look at the experience of country offices from 2014-2016, as well as review institutional practice and learning from 2010 until present.  

NRC is looking for 1 consultant to lead the assessment, covering these qualifications:

  • Expertise in alternative/collaborative dispute resolution approaches
  • Thorough understanding of housing, land, and property matters in conflict contexts
  • Competency in legal assistance programs in humanitarian and displacement settings
  • Strong analytical skills and experience conducting humanitarian evaluations / research
  • Fluency in English
  • Familiarity with French is valued


Expressions of interest should include a proposed budget for the review, following the work plan detailed in the ToR (attached). The budget should propose consultancy fees, international travel, per diem, insurances and communication costs.

Time frame:  

Candidates will be taken by mid June, and should be available for field travel in September and October. Work must be completed by December 1st.

Letter of interest must include:

  • CV
  • Work example – at least one example of a similar piece of work completed by the candidate
  • Proposed plan for the assessment, including notes on the methodology, work plan / dates available, and suggested budget. No more than 5 pages.
