Levying the Land: Land-based instruments for public revenue and their applicability to developing countries

Local governments are thirsty for financial resources. Land-based revenue instruments are of obvious interest. This set of instruments is by no means a monolithic one. There are many alternative tools, often with major differences in what they can achieve and how well they are likely to operate.

In this paper I first present a conceptual framework for classifying land-based instruments, in order to enable well-targeted discussion of sometimes confusingly look-alike instruments. I then look at reported experience with these tools among several advanced-economy countries. For each instrument, I point out the advantages and disadvantages for adoption by developing countries.

Land Tenure in Asia and the PacificThis publication provides an overview of the findings of a review of land tenure security in Asia and the Pacific region in collaboration with key partners. It highlights the major land challenges, barriers and opportunities as the basis for future decisions about partnerships and engagement in the land sector at sub-regional and country level.
The findings are based on an extensive literature review, interviews, a questionnaire, validation at several multi-stakeholder meetings and peer review. It is aimed at a general audience involved in policy and decision-making in the land sector, as well as the broader development sector.
