Settler Violence: International Investigative StandardsIsraeli settler violence against Palestinians and their property in the West Bank, including in East
Jerusalem, continues to be a major source of tension, conflict and displacement for Palestinian
communities. Under international law, acts or omissions by private persons, such as settlers, in violation of humanitarian law or human rights law, impose positive obligation on States to ensure effective investigations and prosecutions of such crimes.  This report sets out the international law standards under which Israeli authorities should be held accountable when investigating, prosecuting and policing settler violence in the West Bank.
