GLTN, together with Namibia Housing Action Group (NHAG), are jointly undertaking a project to support Gobabis Municipality, Namibia, in enumerating households and mapping their corresponding structures in Freedom Square settlement.  This is part of a wider program in which GLTN is supporting the Government of Namibia to develop and test regulations for implementing the Flexible Land Tenure Act (FLTA). The data collected from these processes will be captured and stored in the Social Tenure Domain Model (STDM) tool for subsequent issuance of Landhold Certificates to each household in the community.

In its commitment to continue supporting this process, GLTN conducted a two-day hands-on training on STDM, from 12 – 13th August 2015, which involved different stakeholders drawn from community members, representatives from Gobabis Municipality, students and lectures in the Land Administration program from the Polytechnic of Namibia, as well as respective staff from NHAG and the Ministry of Lands and Resettlement. The participants were taken through various data management techniques in STDM; introduced to GIS; familiarized with creating and managing social tenure relationships, designing and generating certificates, as well as exposed to conducting field surveys using handheld GPS devices.

During the closure of the training, the chairman of the federation, Mr. Patrick Mbala, noted that “STDM will, indeed, provide us with the right solution for documenting the rights of the inhabitants of Freedom Square and we look forward to the continued support by GLTN in the implementation process”.

As the way forward, NHAG will continue to support the community in finalizing the enumeration of the settlement as well as build capacity of Gobabis Municipal Government in adopting and rolling out the tool.
