  • Habitat for humanity.svgHabitat for Humanity International (HFHI) is currently seeking a talented professional for the role of a Consultant - Policy and Stakeholder Mapping & Analysis opportunity.The assignment will be under the technical supervision of the National Director for Habitat for Humanity Nepal (HFHN), and coordinated with the Advocacy Manager for Asia Pacific (AP), the Program Lead (Nepal), and the Solid Ground Global Campaign Director. The objective of this assignment is to develop a holistic and comprehensive understanding of land related policies in Nepal affecting vulnerable groups including women and marginalized communities.

    The consultant will map existing policies, governmental and non-governmental stakeholders and the kind of interventions that they are undertaking in the area of vulnerable groups property rights and access to land. This individual will also examine the power dynamic and prepare an analysis of all stakeholders to understand who has leverage over land tenure issues both on the government level and on the activist/programmatic level. 

    The assignment will be aligned with the three Solid Ground sub thematic areas – the main one being on gender and caste equality, secondly secure tenure, and thirdly Disaster Resilience. It will provide information on the different levels of government and non-government entities by which interventions have been undertaken, the extent of documentation and the gaps that still exist between need or demand and the interventions which HFHN could undertake through the Solid Ground advocacy campaign. This position will be based in HFH's area office in Nepal.

    Key Responsibilities: 

    - Arrange for an orientation meeting with relevant HFHN and AP staff to clarify expectations on the assignment, identify reference materials or initial data sources on land tenure and gender as well as vulnerable groups and rights to land.
    - Review the Solid Ground campaign materials. Carry out a desk literature review of research on land and housing policies affecting women and marginalized groups in Nepal, and a scan of the institutional and policy context within which this is implemented.
    - Identify key stakeholders, both government and non-government to be interviewed.
    - The consultant will engage and interview Global Land Tool Network (GLTN) partners in this process. 
    - Undertake stakeholder assessment, and power analysis/power dynamic to identify the relevant institutions at the national and local level to gather information on their work, priorities and capacity.
    - Identify the best options, opportunities as well as any risks for Solid Ground implementation. It will be imperative to find out which key stakeholders it will be strategic for HFHN to collaborate with in the future.
    - Probe how existing rights of women and vulnerable groups are/can be made more effective (i.e. how these can be made workable in practice through appropriate land governance systems), unequal distribution of land.
    - Present the research output in a user-friendly format identifying the potential entry points for HFHN advocacy work, and other relevant information including contact information.
    - Prepare final report incorporating comments and suggestions.
    - Assist with planning, preparation and implementation of an event or forum with key stakeholders and potential partners identified through the assignment to present the research and discuss next steps/appropriate actions.

    Key Requirements: 

    - Preferably an advanced University degree (masters or equivalent) in any of the following areas: international affairs, studies, development, public policy, or a related field.
    - Minimum 5 years’ experience in the design, proposal writing, and/or management of land and housing programs, preferably in Nepal or Asia Pacific Region.
    - Ability to work efficiently and effectively with project members in various locations and from multiple organizations, including remotely writing and revising the research documents.
    - Ability to integrate different experiences, methodologies, and approaches from a diverse range of stakeholders, organizations, and technical experts from multiple sectors.

The Housing and Land Policy (HLP) Manager will serve as key technical expert in the areas of Security of Land Tenure and pro-poor housing policies, to support program implementation and advocacy strategies at the country (National Organizations) and Area Office levels.

    This individual will coordinate with HFHI’s SMEs in the Asia Pacific Area Office (APAO) and in National Headquarters (Atlanta, and Washington DC's Government Relations & Advocacy Office) to achieve full policy alignment across the HFHI organization.This position will be based in HFHI's area office in Manila, Philippines. 

    Key Requirements:

    • Degree in Housing policy, Land management, Public Policy, Political Science or International Affairs.
    • At least 5 years of experience in land tenure and Housing policy/programming at management or advisory level.
    • At least 3 years of experience in Advocacy and Pro-poor Housing policy.
    • Work experience in Asia Pacific countries highly preferred.
    • Knowledge of other relief policy actors such as UN, World Bank, National Governments, the US Government, the EU, INGOs, and INGO coordinating bodies, etc.
    • Pro-poor housing finance regulatory frameworks; (including housing affordability, microfinances for housing products, informal systems of credit, incentives for savings, government sponsored housing schemes, mortgages, hybrid approaches, etc.) Preferably in the Asia Pacific region.
    • Social housing regulatory frameworks; (including social rental housing, pro-poor slum upgrading, financial sustainability of social housing schemes, subsidies, etc.) Preferably in the Asia Pacific region.
    • Land tenure regulatory frameworks and effective pro-poor land governance systems (including overlapping legal systems, continuum of land rights, effects of land tenure policy in vulnerable populations and women, expropriation compensations, fit for purpose land administration, tenure regularization, inheritance rights, etc.).
    • Housing Resilience and Post disaster reconstruction policy frameworks (at risk areas preventive resettlement/relocation, government incentives for structural retrofitting of substandard housing, building codes, integration of disaster management frameworks in territorial planning, post-disaster reconstruction schemes, etc. ).

  • Habitat state ofA Review of the Housing Microfinance Practice Around the Globe

    Housing microfinance is a small but growing sector. As such, there is a dearth of research and information on how microfinance-based housing loan products are administered and performing. To build a greater understanding of this practice, Habitat for Humanity International, through its Terwilliger Center for Innovation in Shelter, surveyed 83 financial institutions practicing housing microfinance. This is the second year the survey has been conducted, and the report assesses the current state, trends and challenges of the global housing microfinance sector based on survey results supported by external research. The survey was operated on the SurveyGizmo platform and collected responses for five months between December 2015 and April 2016.

    It consisted of 43 base questions, with additional logic-based questions posed to gather detailed information from the institutions regarding the demographics of their borrowers, characteristics of their housing microfinance products, performance of their housing portfolios, and prospects for the future of housing microfinance within their institutions. During this edition, questions were structured to distinguish the characteristics of the housing microfinance loan portfolio from the overall lending portfolio in order to better understand the nuances of having such products and whether there is a business case for offering housing microfinance.

    Additionally, the survey included questions on the tenure security of housing microfinance borrowers, as many low-income families do not own or do not have proof of ownership of the property on which they reside, which can complicate financing without the title guarantee, and can delay or jeopardize the home improvement project itself if the claim to the land is at risk. Data were analyzed to determine common themes among the surveyed institutions, then further examined to identify any distinctions based on geography, legal structure and asset size. Responding institutions also had opportunities to provide commentary alongside their answers, giving the report qualitative material to support the quantitative findings.
